Standard Lich King

1: Block is a good against hard hitting AAs like Zuljin, Butch, etc. Frostmourne quest is great for solo lane Arthas against frontline he doesn't fear as much (Anub, Varian, ETC) and the added mana refund is a great bonus on certain maps (BoE, Braxis)

4: E quest is almost always my goto. Atk speed is good for solo lane or full-on Bruiser Arthas, especially against 2 or more melee that lack reliable escapes. Q upgrade is okay for Q build, otherwise its eh.

7: Almost always go the Armor talent. Pays off against bursty teams or CC chains when timed well and extends your life when you need it most. Q upgrade is actually not horrible against poke/sustain heavy teams. Rune Tap is same as atk speed conditions in 4, but only take Rune Tap when you take the atk speed upgrade.

10: Army of the Dead is the safe choice, especially for main tank Arthas. Whether its a 1v1 or teamfight, ghouls help you sustain yourself like hell on top of your decent Q heal, along with swarming nearby foes to add extra damage. Sindragosa, while better when alongside another tank/bruiser, can be great even when you're only tank. Especially when your team can capitalize on it or if its a push-heavy map like Infernal Shrines, BoE, Braxis (Though Army may be better still for surviving the sustained fights on Braxis)

13: Armor reduction on the root is very useful, especially when you have a burst hero who can demolish rooted targets. E damage is noticeable against heavy melee teams as the damage builds very quickly. D upgrade is good with D build but insignificant otherwise.

16: E root is almost always amazing, adding an extra factor of CC under Arthas's belt and helping him make sure no foe can flee him and/or his team once in E range. D upgrade is fantastic addition to D build and gives Arthas a decent amount of burst on a short cooldown w the 13 talent. Q upgrade, I've never truly been able to mess with but it sounds good if you go Q build, which is typically my least recommended build for Arthas anyways.

20: Ghoul upgrade is the safest and probably most common choice, extra heals/ghouls are nothing to shrug at. Sindragosa root is INCREDIBLE if you want to get good team wipes and wombo combos off, plus the double range and 60% slow are both very good bonuses. Death's Advance is good for giving Arthas some desired mobility or really cutting any chances your foes have to get away from E melting. Anti Magic is great against mage blowups, Kaelthas double Q/Pyro, Jaina combos, Chromie and so on. Somewhat niche but when it works, it really works and has saved me from multiple scenarios.

Frost Presence
Quest: Root enemy Heroes with Howling Blast. Reward: After rooting 5 Heroes, Howling Blast's cooldown is reduced by 2 seconds. Reward: After rooting 10 Heroes, Howling Blast's range is increased by 20%. Reward: After rooting 20 Heroes, Howling Blast also roots enemies in its path.
Frozen Wastes
Frozen Tempest Mana cost reduced by 2 per second. Quest: Damage enemy Heroes with Frozen Tempest. Reward: After damaging enemy Heroes 150 times with Frozen Tempest, the Movement and Attack Speed slows of Frozen Tempest last an extra 1.5 seconds against enemy Heroes.
Icebound Fortitude
Activate to gain 25 Armor, reducing damage taken by 25%, and reduce the duration of Stuns, Slows, and Roots against Arthas by 75% for 3 seconds.
Army of the Dead
Summons Ghouls that last 15 seconds, deal 20 damage, and have 1060 health. Sacrifice Ghouls to heal for 267 Health.
Shattered Armor
Enemy Heroes hit by Howling Blast have their Armor reduced by 15 for 4 seconds.
Remorseless Winter
Enemy Heroes that remain within Frozen Tempest for 3 seconds are rooted for 1.25 seconds. This effect only happen once every 10 seconds.
Legion of Northrend
3 additional Ghouls are created. Ghouls heal for an additional 50% and last 5 seconds longer.
